Animals Asia has learned of a dog cull taking place in Luo Bo Village, downtown Qing Shen, Meishan City. The decision to cull all 7,000 estimated dogs and cats in the region was ordered by the government after one person died from rabies.
Animals Asia has spoken with the local government authorities and pleaded with them not to carry out their planned cull. We have also sent letters and recommendations for humane dog-management regulations.

We have just received the letter below from Qing Shen Township in response to our appeal to stop the dog cull in Luo Bo Village and to implement a vaccination and TNR programme. Although the dog-killing campaign went ahead as planned, we are encouraged by Mr Cai Gang Kong’s request for further help and advice to implement an effective TNR programme, and his suggestion that the government are not implementing a cull of pets and are already providing free rabies vaccinations. We will continue to liaise with Qing Shen Township on the development of humane dog management regulations for both owned and non-owed dogs.

I am Cai Gang Kong from Qing Shen township , I’ve received your letter and read it in detail. Thank you very much for your concern about Qing Shen township.
First of all, I must explain for the issue of stray dogs and cats. The issue was originated from a small dog that has bitten seven people in a month, causing a person dead from rabies. Rabies has the highest death rate of 100% of acute epidemic when one is infected. Moreover, rabies’ latency period is quite long, from few years to more than ten years. The remaining six people bitten by the small dog has taken vaccine afterwards. As people in Luo Bo village, even in Qing Shen township are worried a lot about whether the small dog has been spreading the rabies to other dogs and cats, for which we are not sure, has made a fright to the citizens living there; it has become a highly concerned public health issue.
By controlling the rabies sources, severing the spreading ways of rabies, and providing vaccinations can be the main steps of doing prevention of rabies. Vaccinations to dogs and cats are related departments routine works and we are following related rules and regulations during operation. Now, controlling the infection channel is the most effective way for the frightened villagers. The major focus for the government is to manage the stray dogs and cats. For domestic pets we have been providing free vaccinations, and we will not conduct a cull. However the villagers are highly concerned on the issues, if there is a conflict between the living of human and animal, and we have no choice but taking the life of human being as the priority. From a government stand point, we need to establish a safety environment before we have a peaceful community.
I am a dog lover myself, and I have a Pomeranian named “Xiao Qiang”which lives happily with our family. I very much agree with your point of view that dogs have so much contribution to our society and they deserve our respects and love. However when the public safety is concerned, we will have to act according to the existing law and regulations, other than this we could not find a more effective and faster solution for such a crisis or potential crisis. Somehow the live of human being is so important and to ensure the safety of the villagers in this region is my outmost responsibility.
For your suggestions on the “TNR”program to control effectively control rabies, we will definitely consider on how to incorporate it with our practical measures and operation in the future. How to effectively implement a dog control policy will be one of our major issue. Hopefully you could come and give us more advice in the future.
